Mandatory Coverage of the National Health Insurance Program for All Senior Citizens in the Philippines

Republic Act No. 10645 was signed into law by His Excellency, President Benigno S. Aquino III, on November 5, 2014 which provides for the mandatory PhilHealth coverage for all senior citizens which was effective last November 25, 2014. The law therefore mandates that all senior citizens will be beneficiaries and the funds necessary to ensure the coverage of all senior citizens not currently covered by any existing category shall be sourced from the National Health Insurance Fund of PhilHealth from proceeds of Republic Act No. 10351.

Under the government’s aim of universal healthcare, the state would provide portions of the fund to provide health insurance to cover all sectors. In line with the health-related Millennium Development Goals (MDG) of the UNDP, the government worked to achieve access to quality hospitals and health facilities, reduce maternal and child mortality, morbidity and mortality from Tuberculosis and Malaria, and incidence of HIV/AIDS.

It is worth noting that only a portion of the 100 million Filipinos has health insurance coverage.
